There is no card that generally provides instant timing to abilities that can only be activated any time you could cast a sorcery and such a card will probably never appear. There are cards that let you activate specific sorcery-speed abilities at instant speed. There are a couple things that let you use Planeswalker abilities at instant speed and there are a LOT of things that let you cast either specific types of cards or everything as of it had flash. Theres even stuff that lets you equip equipment at instant speed.
Cascade Etherium-Horn Sorcerer must have creature flash and top deck manipulation and the mana cost is abusive Madness Miracle restricted to specific cards Isochron Scepter on Quicken. Quicken lets you cast your next sorcery that turn as though it had flash basically turning a sorcery into an instant. Plus since Quicken automatically draws a card your hand wont deplete when casting it and its a cheap way to activate instants/sorcery-triggered abilities. Any spell that will affect the game more so at instant than at sorcery speed Combat tricks-ish cards Phytoburst and disruption tools removal discard etc will benefit the most I would say Any sorcery spell I can think of is better at instant speed. If you plot an instant with Lilah, Undefeated, Slickshot you can cast the plotted instant for free on a later turn but since it was plotted youll have to cast it at sorcery speed The card Deadly Designs from Conspiracy uses plot counters. Those plot counters have nothing to do with the plot keyword The History of Plot in MTG.
A spell with flash can be cast at instant speed but flash is applied to sorcery-speed permanents like creatures and enchantments. A card like Slitherwisp refers only to spells that have the keyword flash.
